VACB recommends a probe in the construction of the KSRTC bus terminal

The Kozhikode unit of the Vigilance and Anti-Corruption Bureau (VACB) recommended bringing a complaint against the architect and former chief engineer of the Kerala Transport Development Finance Corporation (KTDFC) in connection with the loopholes in the construction of The State of Kerala Bus Terminal and Road Transport Corporation (KSRTC) Shopping Complex on Mavoor Road in the city.

Vigilance officials said the preliminary report detailing irregularities in the construction of the 74.63 crore complex six years ago would be submitted to VACB director Sudheesh Kumar within days. Following complaints about the construction of the terminal, the Vigilance service was tasked with carrying out an investigation.

The Vigilance team also reviewed a submission from the Indian Institute of Technology Madras team, led by Professor P. Alagasundara Moorthy, who found a structural weakness in the building. The panel said 20% of the pillars of the terminal were structurally weak and needed immediate strengthening.

Now it was up to Vigilance headquarters to register a case and conduct a full investigation, officials said.

However, officials said the report was inconclusive and would require further investigation. The KTDFC had built the twin tower, which was inaugurated on June 1, 2015. The first tower has 10 floors and the second 11 floors, including a parking space.

Sources said the Vigilance report pointed out that the complex was built without the prior approval of the Kozhikode Corporation. A request for a construction plan was not submitted until after the structure was completed.

The Department of Transportation formed a five-member committee to study and make recommendations on an IIT-M report within two weeks.

Meanwhile, the KTDFC has served notices on tenants at the KSRTC bus station and shopping complex to close their operations to carry out the proposed repair and rehabilitation of the building.
