The municipality of Thrikkakara cancels the pact with the ULCCS for the construction of a bus terminal
The municipality of Thrikkakara has decided to cancel the agreement with the Uralungal Labor Contract Cooperative Society (ULCCS) for the construction of its bus terminal and commercial complex.
The decision was taken by the board saying the company had failed to take timely action to start work despite signing an agreement in January. Ajitha Thankappan, chairman, said on Thursday that the ULCCS had not even submitted the detailed project report, even six months after the agreement was signed.
“The process of association with the company had started a year ago even though the agreement had been signed in January. They had asked for a certificate of non-objection for the start of the work. We had approached the government through the district collector for permission. The deal was signed after getting government approval,” she said.
She said the council decided to open tender for the project after deciding to cancel the agreement with the ULCCS. On why the tender process was not launched sooner, the chairman said that such a decision was made in the belief that the company would complete the work to the satisfaction of the board.
The civic body had entrusted the company with preparing the project report and estimating the projects including the bus station, Kadambrayar mini tourist center, Kakkanad mini stadium upgrade and apartment complex for families homeless.
A senior ULCCS official said he delivered two letters to the municipality requesting approval from the revenue department, which owns the land, to carry out the site survey as part of finalizing the design. “Tax officials objected to the investigation when our team visited the site. The detailed project report could not be finalized without the completion of the design study,” he said.
